Becerra

Democratic candidate for California governor in 2026; former U.S. Secretary of Health and Human Services (2021–2025)

Background

Xavier Becerra was born on January 26, 1958, in Sacramento, California. He earned a B.A. from Stanford University in 1980 and a J.D. from Stanford Law School in 1984. Before entering elected office, he worked as a private attorney, on the staff of California State Senator Art Torres, and as a deputy attorney general in California's Department of Justice from 1987 to 1990. 14

Becerra was elected to the California State Assembly in 1990 and served until 1992. He then represented California in the U.S. House of Representatives from 1993 until January 24, 2017, when he resigned to become California's Attorney General, a position he held from 2017 to 2021. 1

President Biden nominated Becerra as U.S. Secretary of Health and Human Services; he served in that role from 2021 to 2025. As of October 2026, he does not hold a current elected or appointed office. 14

Becerra is the Democratic candidate for Governor of California in 2026, campaigning on themes of building, protecting, and leading the state. 2915
