Background

Troy Downing is a Republican U.S. Representative for Montana's 2nd Congressional District, having begun his House service in January 2025. 38 Before serving in Congress, he was Montana State Auditor (2021–2025), in which capacity he also served as Commissioner of Securities and Insurance and as a member of the State Board of Land Commissioners. 117

Prior to his political career, Downing worked as a research scientist and teacher at New York University's Courant Institute and founded a technology startup that later merged with Yahoo!. He subsequently founded businesses including an insurance company and a commercial real-estate firm. 31

Downing served in the U.S. Air Force and Air National Guard for eight years, including two tours in Afghanistan. 31 He currently resides in Helena, Montana, and is the incumbent candidate in the November 2026 general election for Montana's 2nd Congressional District. 18
