Background

Stefany Shaheen is a Democratic candidate running for U.S. House in New Hampshire's 1st Congressional District in the 2026 general election. Born and raised in Portsmouth, New Hampshire, she holds a bachelor's degree from Fairfield University, an MBA from MIT Sloan School of Management, and an MPA from Harvard Kennedy School of Government. 12

Shaheen co-founded Good Measures, a company connecting people with chronic conditions to clinical and decision-making support, and has more than 15 years of medical-research advocacy experience. She previously served as chief strategy officer at the Advanced Regenerative Manufacturing Institute, a Manchester-based biotech initiative focused on regenerative medicine, before stepping down from that role in 2025. 19

In public service, Shaheen was elected to the Portsmouth City Council from 2014 to 2016. She also chaired the Portsmouth Police Commission from 2019 to 2024 and chaired the state Commission on the Status of Women. 12 She is the daughter of U.S. Senator Jeanne Shaheen. 24

Shaheen launched her congressional campaign in October 2025, citing health care reform as a central priority. The 1st District is an open seat following incumbent Rep. Chris Pappas's decision not to seek reelection. 4612
