Background

Richard Pan is a Democrat running for U.S. Representative in California's 6th Congressional District. He is a pediatrician and health services researcher born in Yonkers, New York and raised in Pittsburgh, Pennsylvania, who earned a BA in biophysics from Johns Hopkins University (1987), an MD from the University of Pittsburgh (1991), and an MPH from Harvard University's School of Public Health (1998). 4

Before and alongside his political career, Pan served as a UC Davis professor and directed its pediatric residency program. He also volunteers as a physician at the Sacramento County Primary Care Clinic, caring for Medi-Cal and uninsured children and youth, and co-founded Healthy Kids Healthy Future, an organization that secured health, dental, and vision coverage for children in several counties. 1

Pan was first elected to the California State Assembly in 2010, representing the 5th Assembly District, later representing the 9th Assembly District in 2012. He then served in the California State Senate representing the 6th Senate District beginning in 2014, with his final legislative session listed as 2021–22. 4 After leaving the State Senate, he was appointed by the California Senate Committee on Rules to California's Health Care Affordability Board. 1

Pan won the 2026 primary election for California's 6th Congressional District and is running in the November general election. His ballot designation is listed as "Doctor/Health Advocate." He is not the incumbent U.S. representative for the district. 111617
