Background

Marcy Kaptur has represented Ohio's 9th Congressional District in the U.S. House of Representatives since 1983, making her one of the longest-serving members of Congress. 117 She is a native of Toledo, Ohio, where she still lives in the house she grew up in, and serves as Ranking Member of the House Appropriations Subcommittee on Energy and Water Development. 1

Before entering Congress, Kaptur worked as a city and regional planner for approximately 15 years in Toledo and Chicago, and served as a domestic policy adviser to President Jimmy Carter. 1 She earned a bachelor's degree in history from the University of Wisconsin in 1968 and a master's degree in urban planning from the University of Michigan; she was pursuing doctoral studies at MIT in 1981, though her official biography does not indicate she completed a doctorate. 1

Kaptur is a Democrat and is running as the incumbent candidate in Ohio's 9th District in the November 2026 general election. 1617 Her campaign emphasizes support for organized labor, manufacturing workers, and opposition to corporate interests in Northwest Ohio. 181920
